If you own a blog you will need to deal with its files transfer. In order you want to change the files location there is no need to reinstall your blog. If you want to move your blog files and change the URL you need to accomplish the following:
- create a new directory if its necessary
- do the back up of all index.php files as well as any other documents which are important in case you want to move WordPress to the root directory.
